Jenkins always needs a restart after plugin updates: yes. However I may have had new plugins installed and not yet restarted Jenkins after those installations... It is my understanding that plugin updates have no effect until after a Jenkins restart (they are downloaded, but not activated)? Also I haven't seen this exception in a while and I also did not install new plugins without restarting in a while so this might be related.
