 There's nothing users of the Google Play Publisher API (such as this plugin) can do about this. I've heard someone at Firebase explain that this is explicitly disabled on the server-side at the moment: 

"as we ramp up the capacity for our physical devices, the only way to get the PLR is through uploading on the web console"
 So you should speak with Google Play Developer Support (and/or Firebase support, if there is such a thing) to encourage them to enable this feature for APKs uploaded via the Google Play API.
