 Right now if a plugin fails to download, the plugin name will be appended and it will be try to be re-downloaded. The first step of the download process is to determine the download URL. If the the user input a URL for a requested plugin, the download URL will be the URL the user specified. If the plugin fails to download, appending the plugin name will not affect the download url or download process.
