Gennady Feldman commented on JENKINS-24852 Jenkins-HipChat plugin does not send message to internal hosted HipChat server What value did you set for the Server? Don't use url, since HipChat plugin with automatically add https:// in front of it. Also make sure you re-save the Jenkins Job that you are testing with AFTER you update the Global System settings. Then try running it again. This message is automatically generated by JIRA. If you think it was sent incorrectly, please contact your JIRA administrators.
