Well was the file changed in any way before it was dropped?  Is your build configured to clean workspace?  If so, then this is as designed.

Obviously, the plugin will fetch the file if it is dropped (pending) as it only works with committed entries.  The previous version of the file was either changed or you have 'clean workspace' enabled.

When fetching from server, a file in state "pending-drop" which is in a Change Package in State Submitted (not yet accepted) was fetched to my local, causing our build to fail.
