Is there any chance that this might have been overwritten or manually set on that slave? What OS and Java version is installed on the slave? It holds the version and product name used when I open a connection to Perforce. Perhaps Jenkins has switched to a language localisation (strange links at the bottom of the page) and might be looking for a en_US version of the file? It does seem strange it is not using the default property file, perhaps a question for the Jenkins dev list?
