I've just started to see this for one of my jobs after I've hit "Apply" button but it could be conincidence. No matter what button I hit – "Apply" or "Save" – these 2 parameters are not updated (nor in config.xml). Other parameters are updated ok. This message is automatically generated by JIRA.
