The instructions at http://pkg.jenkins-ci.org/redhat/ have worked well for
me when I installed a standalone Jenkins on CentOS 7 (a Red Hat clone).
Have you tried them?

My favorite way is to use the WAR file and stick it into 
${CATALINA_HOME}/webapps and let tomcat do the rest.
