I would suggest you look at the plot plugin: https://wiki.jenkins-ci.org/display/JENKINS/Plot+Plugin. If you're writing the time to a file, it should be pretty easy to modify to write to a properties file. I had a discussion on the list a couple of weeks ago about how to this this plugin up. You can find more details there.
