you can put them outside jetspeed and use IFrame or the URL aggregator Portlets

I do not know how this linking should be worked. Ideally, the 'wiring' between 
two portlets is needed. One portlet with links, when click on those links, the 
page associated with the link would like to be displayed inside another portlet 
(let it be either IFrame or URL aggregator. 

I have seen previous emails regarding 'Question about layout of two portlets at 
the same place'. This might help you.
