[~omnia_h_ibrahim] Thinking about this some more, I think we should instead
move these classes to the `server` module (KAFKA-15852) first and then figure
out if it makes sense to further split it into a separate module. If you agree,
I can close this and create a subtask under KAFKA-15852 (and assign it to you).
Thoughts?
