Not necessarily.
One of these should be correct:
- OSM gains access to Microsoft's aerial imagery
- Microsoft grants access to aerial imagery
Microsoft must have gained access to aerial imagery (by signing a
contract with or by acquiring a rightsholder) in such a way that it can
grant access to OSM.
