Heh, this has just come up as a usability issue discussion at SOTM, as there is 
no way to be able to be able to easily zoom without a scroll wheel.

Keypad+ and Keypad- zoom in and out.  Whether that's easy or not is
another question.

a touchpad is also working (I do this on my multitouch-enabled netbook).

That's still quite awkward on most laptop touchpads due to their 
inadequate placement right where you put a wrist when typing (and is the 
reason I never enabled my touchpad on my ThinkPad, using the ThinkPoint 
exclusively).

I'd love it if ctrl up/ctrl down worked outside the "Download" dialogue.  
I'm on a laptop:  No keypad, no wheel.

You have to find another + (plus) or - (minus) key on your keyboard
;-) It is possible :o) If not you are able to configure an other key
for zooming in the preferences.

BTW The ctrl up/down in the 'Download' dialogue could not be changed.

Ctrl-= doesn't do anything, and ctrl-shift-= (to get a plus) doesn't 
work.  Ctrl-- works, but that only zooms me out.

That's fine, I rather like that.  I'd love to have that JOSM-wide.

For whatever reason, it has to be Ctrl-KP+ even though Ctrl-- also
works.

FWIW, - and + work for me, using the Swedish/Finnish layout on my laptop 
(no mouse wheel, no numeric keypad). I believe that many European 
keyboard layouts have both keys reachable without the Shift key. Could 
it be that JOSM doesn't like the Shift key that is needed to get a + on 
the American keyboard?

That seems to be the case.  On es-us and en-us keyboards, the plus is 
usually shift-equals.  Given that I have to enable the number-lock to 
reach a raw plus key, number-lock only accessible by pressing Fn-Scroll-
lock itself, and doing so turns the right four columns of the keyboard 
into a number-pad (resulting in the bump on the J key to be on the 
keypad's 1 key), that tends to be exceedingly awkward just to zoom in.  
I've been making due by jumping to zoom mode with the Z key and selecting 
an area.

That said, modal zoom is not quite as precise when you only want to zoom 
a little bit and don't have room for a proper mouse.  Borrowing a hint 
from the open source Second Life viewer, alt-dragging the mouse up or 
down with would work as a "zoom in or out on this point" seems like it 
would be easier to work with since releasing the mouse button and the alt 
key would return you to your previously selected mode.
