I agree with your idea, I was also thinking about it.
We should integrate also a doc (from wiki) which explains how to setup cs.conf 
file. And/or a folder with all cs.conf file already made (organized by national 
(?) usage).
If we adopt this solution, I added to this mail the cs.conf file already 
configured for Italy (derived from from OpenJUMP Jufre) that we can use for 
OpenJUMP  The Chubby

adding a hint to visit the wiki page the CTS Readme text file should suffice. 
Don't you think.

let's put these files on the sf.net files sections, where a fully populated 
cs.conf already resides.
