A workaround that is finally working for me, with a prerequisite, only one
panel in total among all the monitors. It's rather simple but try it if it's
your case.
System Settings -> Window management -> Window Rules
You just need a rule that applies to "Panel" and forces it to screen 1 (or
whatever your prefer).
If only there was a way of differentiating panels!! You could force your panels
in the screen you wanted, but I haven't found so yet.
Thanks everyone for fighting this annoying bug, it's really disturbing that
it's happening in a so-called mature environment, it's like we're back to
justify our users that something simple that works in win and mac is almost
impossible in KDE again :(
