I thought Krita has not developed it yet. STEPS TO REPRODUCE: 1. In layer: in an image layer create a filter mask 2. press F3 to get the property of the filter mask 3. The property window can't be moved 4. If move by force the whole app starts moving 5. In GNOME if we go to alt+f2>type>r . it will refresh xwindow 6. Now the property window will move.
