Breeze Icons shouldn't include icons for third-party softwares, like VSCode,
Sublime Text, etc. At least, put theme in a separate package like
breeze-icons-extended or something.

I like Breeze icons, but I prefer third-party softwares to use their own icons.

I don't think that's the case, because the library is exactly the same as the
current one (except the KDE4 parts):

I'm currently working on a fork of Breeze decoration too. I copied the shadow
parts from yours, but somehow it doesn't work on mine.
