The lack of XCURSOR_THEME not being set means applications who wish to
manipulate the cursor like wezterm, can't properly do so because they don't
know the theme, and the default theme is missing.

The lack of this default theme also results in a missing cursor in the wayland
SDDM screen under the kwin_wayland

Adding /usr/share/icons/default/index.theme
with the content

Inherits=breeze_cursors
```

Fixes both issues, though  XCURSOR_THEME should probably be set somewhere

Following up on my previous bug, powerdevil-data depends on
power-profiles-daemon, so I still cannot install tlp on neon-desktop.

I would guess this is also optional, as I already have the daemon disabled and

power-profiles-daemon is not a hard dependency of plasma/kde, everything works
fine (except for changing power profiles) when the service is disabled.

Having power-profiles-daemon as a dependency prevents the use of tlp for power
management instead, as it Conflicts power-profiles-daemon

Located at `/usr/sbin/firefox` is the residual wrapper launcher that Ubuntu
imposes on users to launch firefox with a snap.

It is not associated with any installed deb package on a freshly installed KDE
neon system.

Since `/usr/sbin` comes first in PATH it can interfere with launching firefox
in some circumstances.
