It looks like the KCM no longer exists. Phononsettings seems to exist as a
replacement and category names are properly localized there. Everything else in
the UI itself is not localized, though.

Thanks for the report! The duplication fix should be in the KDE Gear 21.08.1

Like mentioned above, the translation bug was that you don't see this detailed
list. You could try and see if you can properly see it when using it in
English. For example by typing in command line: LANG=en_US kcmshell5 smart

Otherwise this issue sounds like a new bug report.

As far as I understand, the application logic is the same, regardless of
whether arguments are missing in the translation or not. Because the argument
was missing, "(I18N_EXCESS_ARGUMENTS_SUPPLIED)" was shown instead of the
detected list of instabilities.

Example of an incorrectly formatted date that is referenced in description

SUMMARY

Finnish date format in KIO overwrite dialog has incorrect order of date
components.

STEPS TO REPRODUCE
1. Use fi_FI locale and fi for UI translations.
2. Create a new file foo.
3. Create a new folder bar and a new file foo in it.
4. Copy or move foo inside bar to the outer folder.

OBSERVED RESULT

Overwrite dialog in Finnish has an incorrectly formatted date as part of string
"Päiväys: %1" (translated version of the string "Date: %1"). Looking at the
attachment, the date on the left is "la maalisk. 16 18:27:17 2019" (Mon March
16 18:27:17 2019, in this order)

EXPECTED RESULT

Expected the date to have the order (day of week, day of month, month, year,
time). More specifically, expected it to be formatted using one of the
predefined formats shown in Formats KCM (the long format "lauantaina 16.
maaliskuuta 2019 2019 18.27.17 EET" or the short format "16.3.2019 18.27"), a
similar predefined and localized format, or a format string localized in its UI
translation.

While updating translations I was intrigued why a change from  to  was
made and found this bug.  is part of KI18n's XML tags and using it like
this is correct. The root problem seems to have been German translation of
ki18n. ki18n allows localizers to customize the way these semantic tags are
formatted. On
https://github.com/fschwarzer/l10n-kf5-de/blob/master/messages/frameworks/ki18n5.po#L352
one can see that %1 has been incorrectly translated as %1.

The following string from Finnish screenlocker_kcm.po is not translated
(msgid_plural is shown in the UI):

In a few error messages in Apper and pkupdates (translation catalogs apper.pot
and pkupdates.pot, source strings in PkStrings.cpp) there is the term "security
trust relationship". It's not exactly clear what is meant by that. Looking at
the code, this error message is shown when a GPG error has happened.

These are the exact error messages (they are both in apper.pot and in
pkupdates.pot):

"A security trust relationship is not present"

"A security trust relationship could not be made with the software origin.\n
Please check your software signature settings."

Actually a literal translation of these error messages were reported as being
incomprehensible and then I and other Finnish localizers talked about how to
make it better and a few people expressed that maybe the original message could
use some clarification as well. The current (though perhaps still not ideal)
Finnish translation for the longer error message could be translated back into
English roughly as "Authenticity of the software origin could not be verified.
Please check your software signature settings." and for the shorter one as
"Authenticity could not be verified."

When using Qt 5 version of Phonon, Phonon::categoryToString() does not return
translated name of a category.

This probably isn't be a packaging issue because while testing in Finnish,
libphonon.mo was installed in /usr/share/locale/fi/LC_MESSAGES by package
kde-l10n-fi. Kubuntu 15.10 is also affected.

Reproducible: Always

Steps to Reproduce:
1. Open Qt 5 based Phonon KCM using some fully-translated language, e.g. German
or Finnish (or one of many more).

Actual Results:  
Most of the UI strings in the Phonon KCM are translated but the category names
(Notifications, Music, Communication etc.) that come from the Phonon library
are not.

Expected Results:  
Category names are translated.

This problem did not occur when using Kubuntu 14.04 that uses Qt 4 based Phonon
and has a Qt 4 based Phohon KCM.

I had the same symptoms with the bookmarks plugin. Even if the plugin is not
enabled, it will be loaded and prepared when something is typed into the search
box after launch. My default browser is Firefox and preparing Firefox bookmarks
causes krunner to freeze for many seconds. It's interesting why that plugin
finds the Firefox profile and does something with it even though the plugin is
not enabled and takes a long time doing that. Checked that this initial delay
reduced a lot after removing plasma-runner-bookmarks.desktop from
[prefix]/share/kservices5 so that the plugin could not be found.

After this initial freeze, krunner remains quite responsive whenever anything
is typed (if it doesn't crash or quit and automatically restart, which
sometimes happens).

plasma 5.5.3, KF 5.18 and Qt 5.5.1.

I was actually wrong that the file didn't exist. I just didn't see it on the
