STEPS TO REPRODUCE
1.  Open overview
2.  Search for "logout" and select

OBSERVED RESULT
System hangs for ~1 minute, then logout prompt appears
If I select "switch user" instead of "logout" cursor blinks and system hangs
forever

Sometimes some shortcuts do not work although xinput is seeing the key presses.
Only the shortcuts Mod+Shift+2 and Mod+Shift+3 do not work. They should move
the focused window to the Desktop 2,3. Logging out and back in always fixes the
problem.

action, otherwise is generates:

Doesn't work because the problem disappears if I restart kglobalaccel5. Is it
possible to launch the application is debug mode and redirect the output to a
file?

Or maybe I should try to replace it by a wrapper script

This part in the file kglobalaccel_x11.cpp is causing the failure:

I am not exactly sure what is causing the bug. xcb_key_symbols_get_keycode
returns null the first time the application is started. If I restart
kdeglobalaccel it returns a valid ptr. It might be a XCB bug.

In Qt 5.13 QWindow::geometry() QtWayland returns (0,0) for the window position.
But Dialog::popupPosition() uses the position of the visual parent to calculate
the position of the popup.

Have you enabled the option: General->Run all konsole windows in a single
process   
?

You might want to try that. If Konsole is not running in a single process it is
not possible to move the tabs between two Konsole windows that have been
launched separately because Konsole doesn't use the Qt Drag and Drop (only
"fake" (changing the cursor shape and moving QWidgets internally) drag and
drop)

Rather a limitation than a bug. In X11 setKeepAbove(true) is called on
kickoff/kicker during the initialization but in shell-client (wayland) the
initialization for keepAbove is basically a no op, which causes kickoff to be
assigned to layer 2 (normal window) instead of layer 4 (keep above). Now when
you press the combination to switch windows and there are no windows (or you
checked the option to always give a "show desktop" option and select that) it
will show the desktop which causes plasma-desktop to switch from layer 0 to 4
(the bottom bar will change from layer 3 to layer 5 and remains visible), thus
covering kickoff at layer 2.

It's a Qt bug
I can reproduce the bug + 

I found a similar bug by doing:
1. open kickoff
3. right click on an item to get a menu
4. Click on Desktop
5. Open kickoff
6. Right click on the same item multiple times

In both bugs Valgrind reports an invalid read of a pointer in Qt.

No even with the default settings I get the exact same behavior. The behavior
also isn't really deterministic. If I do 
pkill kleopatra && kleopatra
sometimes everything is fine, sometimes nothing works and sometimes only
encryption or only signing work.

The problem is that signing E-Mails in Kmail also doesn't work anymore.
Thank you, maybe I'll have a look at the source code if it's not too
convoluted.

Found the error:
In libkleo in the file defaultkeyfilter.cpp at line 160 I get 'jump depends on
uninitialized value' which is cause by the missing initialization of the field
'mIsDeVs'.

Stock Leap uses the 5.12 LTS. I'm using the additional (semi-offical) KDE repo,
