Not sure if I have KDE regional settings. I installed the Denaro personal finance program, to see how it appears, and the £ appears in the proper place in that. So it would appear the problem is peculiar to Skrooge. In order to get the trace I needed to install another rpm. That installed a few packages. After which everything worked again. At this time I cannot use the lockscreen or logout correctly. Lockscreen just returns me to the lockscreen. Running with --testing yeilds an error as soon as I type my password. Logging into a virtual terminal and running the unlock-session does work. I have tried different themes but have not stumbled upon a working combination.
