Brand-new installation of KDE Neon still shows the update notification on startup despite being fully updated. I've also run pkcon to double-check, and there are indeed no outstanding updated. There was no change to what was shown on the lock screen or in kickoff. I then changed it from the previously chosen gallery image to my own file. Same as before, the standard user image was shown on the lock screen and in kickoff. Choosing either my own file or one from the gallery and applying it has no effect on the user image in kickoff or the screen locker.
