The Swedish keyboard layout necessitates that the key Alt Gr (Right Alt on
US-keyboards) is used as a 3rd level modifier for several important keys such
as @ and $. Having this not be the default is very confusing for new users and
makes it hard to interact with the OS. 

It is currently possible to change Alt Gr to function as a 3rd level modifier
by modifying Right Alt in the advanced section of Keyboard Hardware and Layout
(Which in itself is confusing since there is no right alt on Swedish keyboards)
so it is probably possible to inplement a solution where this is done by
default quite fast.

Reproducible: Always

Steps to Reproduce:
1. Change the keyboard layout to Swedish
2. Try to use Alt Gr (e.g. try to type @)

Actual Results:  
Alt Gr is recognized as Alt

Expected Results:  
Alt Gr is recognized correctly and as a 3rd level modifier
