This bug has been in NEEDSINFO status with no change for at least
15 days. Please provide the requested information as soon as
possible and set the bug status as REPORTED. Due to regular bug

   Bug was reported six years ago.
   Current OS does not allow to confirm.

same Problem on KDE neon with latest update on April 27, 2016

same experience as described above. 
when trying to start kmail in a terminal i get the following
