FWIW, I always see progress indicators in Discover 5.11.3 on Kubuntu 17.10
(using the backports PPA) when installing apps with the packagekit backend.
They sometimes jump around a bit (Bug 387142), but they're always there.

Oh alright, I was so focused on updates I almost forgot we have progress on
application install ^^'.
