On neon unstable I can only reproduce with packages from neon repositories.
Cannot reproduce with flatpaks or snaps.

Same here. If i remove the program, the button remove does not dissapear, just
after restarting the Discover it start showing "Install button".
When i install KDevelop the install button still appears. if i click it again,
it shows me the task percent and still install button appears, but the program
has already been installed. Here the konsole output

This is weird. Can you check if you're getting warnings when you run it from a
terminal?

I tested in a VM. Maybe related to the less powerful setup there. I also think
that I have seen it working, so might also be related to specific conditions.
