dl.flathub.org, there are no settings.  I believe installing and uninstalling
requires escalation and Discover fails to ask for it for some reason.

Do you have any unusual or non-default flatpak settings? I wonder if this could
be caused by openSUSE's security settings.

Both installing and uninstalling systemwide flatpaks works for me on Fedora

I installed Okular from its Web page.  The hyperlink opened in Discover (after
5 minutes of waiting).  It offered me the possibility to install Okular (from
Flatpak), which I did (about 30 minutes of waiting).  Unfortunately, the
version installed was not the version advertised on the page.
