I could duplicate the behavior I was seeing by activating the button inside the image editor. If I deactivate it during an editing session then everything behaves as expected. If you fit the image with the slider, it is a zoom level that is maintained, so the image is then smaller after the crop. This change was added by a user via a merge request.
