The 'Root Actions Servicemenu' is an add-on from the http://kde-apps.org .

Some distributions have added it as a default context menu.

The developers contact information for the ' comments, criticism and
improvement suggestions' can be found from the KDE Apps page and from the
48411-rootactions_servicemenu.tar.gz package. There is a 'README' file.
