KRunner settings, as in Plasma Search?

If so, yes, Desktop Search is (and was) enabled. 

As mentioned, after deleting the index database, the search function (for
files) is at the moment finding the files I'm looking for.

Problem is that in this case it wasn't just newly created files it didn't find;
it didn't find anything except those files that had been opened during the
active desktop session.

Baloo used to reliably find newly created (or downloaded) files but it stopped
doing that a while ago for some reason. Re-assigning.
