I can confirm I'm having this bug as well since upgrade to 5.18. 
I've seen few people having this issue on archlinux forum as well.
Seems like maybe the service medin's mentioning starts too early? Because it
also seems it start's working after simply restarting plasmashell

It seems that after I go to "Settings" then "Startup and Shutdown" then
"Background Services", If I disable the service called "Status Notifier
Manager" then enable it and click apply my missing icons (Keyboard layout
indicator and Copyd) are reappearing again in tray icon.
