No, It doesn't. But I have found out why. I was using Breeze theme, but it was one loading from .local/share/ not /usr/share/. So any changes made to the Breeze theme didn't matter. Font is the default one, there is forced font DPI of 120 set from the Screen settings (Global scaling of 125%) default icon and plasma theme.
