I am using atm the EurKey layout, that has similar issues, ALTGR-O should type ö. It seems that on Windows AltGr+O is interpreted as Ctrl+Alt+O I changed the shortcut for Quick-Open away from Ctrl+Alt+O and the dialog stops to open for AltGr+O, but I cannot get the "œ" character with the shortcut. I tried to use the same shortcut in notepad and visualstudio 2019, but it did not produce it...
