It is supposed to save and restore as the bug author has documented, and is not per file buffer. I try to upgrade to kate-21.12.0-1515-windows-msvc2019_64-cl.exe and this bug can now be reproduced after the upgrade, downgrade to kate-21.12.0-1500-windows-msvc2019_64-cl.exe can fix that.
