In the last 3 days the issue has not reoccurred. Two programs it did effect
were Firefox and Kate, both can require large amounts of scrolling.

It appears that this issue may have resolved itself as a result of the work I
did to get grub to display on boot.  Ubuntu 22.04 is very fragile when it comes
to the display setup. This also fixed up an issue where my USB printer was
identified by the OS but subsequently could not be found by any other app.
Fixing the display problems negated any need for a work around in my dual boot
system to display the grub menu options or the UEFI boot screen.

I realise this is not a KDE issue, and to a large extent beyond their control,
but for Kubuntu to work properly with a (my) Nvidia GPU requires 2 monitors
when using modern hardware is a problem. Kubuntu will not boot correctly unless
a monitor with a DVI input is connected, requiring in my case a 2 monitor
setup. The real issue is the GPU output port rather tshag2020han the monitor
input. I understand the root cause is because the Nvidia GPU does not
initialise the Display port until after grub processing is  finished. 

It appears that if the grub menu is not displayed on boot then these other
hardware issue pop up, eg printer and mouse which is somehow connected to X11. 
There is a whole bunch of other issues connected as well, for example, if the
display setup is not absolutely correctly my 2K monitor is setup with a maximum
refresh rate of 60Hz (it should operate at 144Hz) causing screen flicker and
the refresh rate cannot be changed (varies according to the physical connection
to the monitor).

Sounds like maybe a hardware issue. If not, likely a Libinput library or input
driver issue, as we don't handle scrolling in KDE code on X11.

What apps? All of them? Or only some? Can you provide some examples?
