Effect Groups cannot be used in Bin effects. When editing Bin effects for a
Project Bin clip, a Group can be created containing one effect, but dragging
other effects into the group does nothing.

Furthermore, if a Custom effect is created that contains an Effect Group, this
Custom effect cannot be added to Bin effects.

Steps to reproduce problem A:

1. Add at least one clip to the Project Bin
2. Drag any two effects from the Effects pane into the Bin effects
3. Create an Effect Group by choosing Create Group from the topmost effect's
hamburger menu
4. Drag the 2nd effect into the newly create Group.

Expected result:

The 2nd effect is moved into the Group with the 1st effect.

Actual result:

Nothing happens. Furthermore, after clicking away from the Bin clip then back
to it, the Group has vanished and the 1st effect remains, ungrouped.

Steps to reproduce problem B:

1. Add at least one clip to the Project Bin
2. Drag a clip into a Video timeline track
3. Drag any two effects from the Effects pane into the newly created timeline
clip's effects
4. Create an Effect Group containing both effects
5. In the Effect Group hamburger menu, choose Save Effect
6. Select a clip in the Project bin
7. Drag the newly-saved Custom effect from the Effects pane to the Bin effects
pane.

Expected result:

Custom effect is added to the Bin effects.

Actual result:

Nothing happens.
