If I select 2 files in explorer, select the context menu, select compare,
KDIFF3 shuts down and logs an error in Event Viewer (Windows 10).
If I open KDIFF3, select the files through the dialog in KDIFF3, the same 2
files work.

When I install KDIFF3, it seems to hang for a while during the extraction.  It
eventually times out and states completed.

KDIFF3 is failing when I try to launch it through TortoiseSVN.  I try to get
differences with a previous version.

I have tried 1.11.1 and 1.10.  Having issues with all.  All have similar
issues.

The shell extension is looking for key in HKCU that the installer can only
create for the account used for the installation.

You can work around this by creating a reg file and having each user import it.
