Even if I close Kleopatra that wasn't run with Administrator rights and run it as Administrator afterwards, key pair creation still fails. I used the gpg4win-2.3.3.exe installer package from https://www.gpg4win.org/ I installed the package as Adminstrator and run Kleopatra as Administrator. Is there anything special about your username and E-Mail address (like special characters).
