This seems more like a kde-windows issue than kmymoney.  Are they aware of this
issue?  I don't know if a message to the mailing list would be enough or if
this bug should just be reassigned to them.

Fixed in mingw32-kdelibs package with the following patch
https://build.opensuse.org/package/view_file/windows:mingw:win32/mingw32-kdelibs4/add-uac-to-kconf-update.patch?expand=1.
An Updated snapshot should be available after rebuilding the packages.
