With Qtwebengine, despite the menu being present and selectable, clicking it does not open any entries. The other drop-down menues in the menu bar contain the expected choices. Probably not a bug per se as the tools may simply be unavailable with Qtwebengine. However, in this case it might be less confusing UI wise to not offer a “tools” entry at all.
