I concur with Animtim. Maybe we should just no show the icon there anymore,
since  people usually edit the kpp icon in Krita itself?

I don't think we should remove it like that.
For now it is useful to:
-make a raw (temporary) icon from scratch to see the preset
-load an existing icon and make small edit on it to quickly get a good-looking
custom preset.

Unless we think a lot to design another way to achieve those two things, we
shouldn't remove this
(and I'm not sure we can do something really much better than what we have that
would be worth it... )

Well I wouldn't call it a bug, it all works as expected:
-scratchpad area always follow the canvas zoom level, which is needed to test
the brush at different zoom levels
-When clicking the button under the scratchpad to load selected preset icon, it
always adapt to the zoom level to fill the square.
