At least, it is not present in version 4.2.0-pre-alpha (git 5db89dc) (13/9/2018), after a patch that creates an undo for the move tool. After playing resizing the layer, I press T and the "layout highlight" is right placed around the layer. Tested with various canvas sizes and dpi.
