It could behave different in case you upgrade your krita version (if the code changes), however if you only reinstalled the same version and it broke, there is nothing in krita that changed and most likely the system Krita is running changed during the reinstalling process (i.e. windows update). check https://docs.krita.org/en/contributors_manual/user_support.html#quick-solutions for some ideas on what to try to help in solving the issue.
