Instead of restarting your PC, you can go to ctrl+alt+delete, select Task
Manager, select Advanced if you don't have advanced options already, go to
Services and restart the service called WTablet or WTabletPro. I was often
doing that for my Intuos Pro after hibernation (because the driver somehow
doesn't like hiberation).

Try resetting the tablet settings. Wacom's driver sometimes corrupts the tablet
settings file and then Krita cannot get a tablet context. You also might want
to check whether using windows ink works better.
