This does work for me on 16d6f8a38b. When I click ctrl+alt, the cursor changes
like that:
- if it's outside of the mesh, the icon is "rotate"
- if it's around/over a line (any line) of the mesh, the icon is "a
double-direction arrow"
- if it's inside the mesh, it's a "lock" icon.
- if it's over a node, then it depends on which node it is.
- if it's an inside node or corner node, it is just a standard small arrow.
- if it's a node on the edge (but not the corner), it is the
double-direction arrow.

If I click when it's the double-direction arrow, it works just like advertised.
If you click and drag on the line, there will be a whole new line to move. If
you click and drag on the node, it will move the line that this node is
attached to (that's why it only works with some nodes: so that it is not
ambiguous which node to use).

Regarding clicking on nodes: if you ctrl+alt+click on the single-arrow-node
(either inside the mesh or the corner node), it will in fact just move the
node. You need to click on the node that is on the edge of the mesh (on the
outline) but not in the corner.

My keyboard layout is Polish programmers, which is basically US international
with dead keys, afaik. And alt activate the underscores on the menu items here,
too, and alt+ctrl work in the rectangular selection tool.

Does it solve your issue? If not, do you get the cursors like I said or do you
get the same cursors as without alt or without ctrl or without any?
