After that can you check if you have Two Finger Drag mapped to Touch Rotation under Touch Gestures in Canvas Input Settings (You can get to it by Settings -> Configure Krita)? I have a touch screen tablet so I was able to use my fingers to rotate the canvas. I turn on touch rotation and turn it off and it still doesn't do anything.
