Kubuntu devs have plenty to do be able to ship Plasma 6, KF6 and Gear 6 already, plus the ubuntu one effort... This is annoying like any bug, I feel the pain myself, but I am afraid you will have to live with it for a few more months. There did not seem to be any other reports of this. Initially it was all menus, but now it's only submenus. Indeed it seems like "redraw" fixes the blur now. No idea why partially fixed...
