I'm seeing the same issue with the compose key, and the "Make Caps Lock and additional Ctrl" doesn't take effect either. It doesn't seem to be a dupe of bug 411729. I even created a new user to test, and there is exactly the same problem: regardless of what key I configure in the settings, it will never trigger compose input.
