Fps is around 30

Today I installed both Fedora rawhide & Neon Unstable. Both felt very choppy.
Animations felt laggy and youtube videos were dropping frames. When I enable
show fps effect, it shows I am running around 30 fps instead of 60. I observe
the same thing on Fedora & Neon. 
I am also running an Intel APU, 9th gen i5(9500) to be precise. Plasma 5 runs
fine on it.

Tried it and it somewhat does help, thank you. But the performance is still not
smooth. Although the fps jumps up to 60 it drops to low 40 when dragging
windows, opening overview and such.

For what its worth, hasn't locked up in X11.

It appears to be running a consistent 60FPS, and appears to be performing much
better with this on.

 I haven't noticed it locking up yet, and I will try applying a bit more
pressure to this.

The micro-freezes on Intel should have been fixed as of Plasma 6 RC1. Try
unsetting KWIN_DRM_NO_AMS=1  when using RC1 and see if the issue is gone. If
not, we'll track this issue as a problem with AMS enabled on some Intel
hardware.

Today I tried again on Fedora rawhide RC 1 (completely up to date | without
setting up KWIN_DRM_NO_AMS=1) the issue still exist.

core/renderjournal: improve render time heuristics

Instead of giving the rolling average for render times a special case for
when render time suddenly increases, detect how stable render times are.
If they're volatile and increase a lot, increase the predicated render time
beyond the spike, as more render time spikes are likely to follow.

I just booted it back up, and one thing's for sure, the desktop is now loading
with the lid closed, albeit a little slow.

I will test it out in the next few days and see if it'll be stable and won't
require me to reboot.

The 30fps bug is still present in Fedora Rawhide RC 2. My Apu is i5-9500 (Intel
UHD 630).
