A video of the behavior occuring. This was in RC1, and at that point I didn't
know how to properly reproduce it.

Description:
In the icon-only task manager, usually, if you click an app button, it will
bring that app to the forefront. If you click again, it'll minimize it. This
bug, when triggered, stops the minimizing behavior from happening on the second
screen.

How to reproduce:
(NOTE: in my case, I have 2 monitors, and my left monitor is set as primary)
1- Open a new session, open a couple apps. 
2- Make sure both your monitors have a taskbar, with an icon-only task manager.
3- The apps should show on both taskbars.
4- Lock your session (Meta+L). 
(Note: I have my screen set to turn off after 5 seconds of suspending. Not sure
if it's relevant to this bug though)
5- Resume your session.
In my case, activating/minimizing windows by clicking on the app in the
icon-only taskbar on the PRIMARY screen works fine.
Doing the same thing on the SECONDARY screen though no longer works. 
Also, you'll see that the icon-only taskbar's theme/design is a bit odd, a
large line pops above the button. Maybe a cause of this bug...?
